There are are just about as many high quality breweries in just one of our major beer cities than there are in any European country. Of course there are more in Germany and Belgium, but in terms of complexity no other country comes close. But I get the draw to nostalgia people have when they make those claims. I would wager Belgium has better/more diverse offerings simply for the strict beer laws Germany has on the amount of ingredients they can use.
